- Regularly scheduled meetings shall be held each month prior to each regularly scheduled Representative Council meeting. At the discretion of the Commission, special meetings may be called by the Chairperson, Vice Chairperson, or a quorum of the Commission.
- A quorum for Commission meetings will be one-half plus one. Special quorums may be set at the direction of the Commission, but the Chairperson or Vice Chairperson must be present.
- Minutes will be kept of all regular and special Commission meetings. The Secretary will present the minutes at the next regularly scheduled meeting. A tape recorder may be used to aid the Secretary.
- Commissioners
- A Commissioner cannot also serve as a Faculty Representative (Article IX, Section VI). All Commissioners are ex-officio members of the Representative Council and have the rights thereof except the right to vote.
- Nominations, Elections, and Credentials Commissioners shall be assigned specific schools and shall be these schools’ liaisons on election and Representative Council attendance matters for the entire year. A school may call its liaison if it has an election campaign question or problem.
- Any Commissioner who has three unexcused absences within one school year shall lose the position on the Commission. A member shall be notified in writing after the second unexcused absence that their seat on the commission is in jeopardy of being vacated.
- Any Commissioner who chooses to run for office in the Association shall resign from the Commission prior to the Commission’s acceptance of nomination for office.
- A Commissioner cannot campaign for a candidate for PGCEA office. If a Commissioner is found to be campaigning for a candidate for PGCEA office, that Commissioner shall be removed from the NECC.
- Vacancy of a Commission position (Article IX, Section III & VII)
- The Chairperson shall ask the incumbents if they wish to run again for the Commission. (Regular election)
- Announcement of a vacancy by the NECC to the PGCEA Board of Directors may include possible candidates.
- As a courtesy, the NECC shall show the Board of Directors the slate before the regular or special election of NEC Commissioners.
- Individual NECC members may nominate candidates from the floor of the Representative Council.

- The NEC Commission shall be responsible for publishing all calls for nominations, distribution of forms, and publicity for all candidates on an equitable and impartial basis.
- Procedures
- Review Fair Campaign Practice Code and NECC Rules and Regulations and revise, if necessary.
- Send to the schools a schedule of nomination, campaign and election dates and deadlines. The faculty reps. will be asked to post this schedule on the PGCEA bulletin board in their schools. The calendar will also be printed in a PGCEA publication.
- The Fair Campaign Practice Code will be sent to all faculty reps. and any changes will be publicized.
- The NECC will participate in an LTI for faculty reps. and hold work sessions at appropriate intervals to inform and instruct interested PGCEA members on election procedures.
- A candidate shall only declare for one office.
- Election materials
- Election materials shall be given to the Executive Director or designee in adequate time to deliver the materials to the schools. The Executive Director or designee shall be responsible for delivering ballots and election materials to the faculty reps. in an expeditious manner so that materials are received prior to the first day of voting.
- Those members who cannot be conveniently reached at a specific site will receive their election materials through the U.S. Mail and return same to the Commission by U.S. Mail.
- The members on the Sick Leave Bank list will receive election materials by mail from the NECC.
- All ballots prepared by the Commission shall indicate length of terms of office. All ballots shall be authorized by the NECC.
- All election materials, except for flyers prepared by candidates, shall be proofread by the NECC.
- Faculty representatives and the general membership shall be advised by the NEC of forthcoming elections. An announcement will be made at Rep. Council meetings and in appropriate PGCEA publications.
- The NECC will only accept ballots and election materials received according to the printed procedure included in the ballot packet.
- Verification of Ballots
- On a date determined by the Nominations, Elections and Credentials Commission, the chairperson, or designee, and one other Commissioner will pick up the ballots from the Post Office, validating and counting will then be done by the Commission.
- For the General Election of Officers, the Chairperson or Vice Chairperson shall prearrange to have the ballots counted. The chairperson, or designee, and one other Commissioner shall personally transport the ballots for counting and be responsible for their safety.
- Any candidate, or designee, may be present at the processing of materials and the counting of ballots. The Chairperson, or designee, shall notify the candidate of the date, time, and location.
- A quorum shall be present during the entire counting process.
- Ballots will be invalidated for the following reasons:
- No signature sheet
- No Faculty Representative, or designee, signature at the appropriate place on the signature sheet which is used to verify the election procedures.
- More ballots than signatures on the signature sheet
- More signatures than PGCEA members for a given school
- Ballots sent by PONY, hand-delivered, or mailed to PGCEA Center
- Write-ins: Written by someone other than the voter.
- Non-PGCEA member, including fee payer signature.
- Announcing Election Results
- The Chairperson or Vice Chairperson shall report the results of the President and Executive Director, upon completion of the count, after an attempt has been made to notify all PGCEA officer candidates of the election results. All other candidates will be notified of the results as soon as possible.
- Contract voting and by-law amendment elections shall follow the same procedures, when applicable.
- The Chairperson shall complete the certification form on the first work day following the counting of ballots and hand-deliver it to the President and Executive Director for proper and immediate publication.
- Any press releases shall come from the President of PGCEA.
- The Nominations, Elections, and Credentials Commission shall announce complete results, including the number of votes for each candidate and sites validated, at the next Representative Council meeting and publish it in the Newsette following the meeting.
- Ballots will be kept for a period of three (3) years.
- After the nominations deadline, a workshop will be held by the Nominations, Elections, and Credentials Commission for candidates, their staff, and interested persons on election procedures. It will be an open session and stress positive campaigning. Questions dealing with the Fair Campaign Practice Code will be answered.
- Procedures for special elections or circumstances may be established by the Nominations, Elections, and Credentials Commission and will be announced in a PGCEA publication.
