A: What PGCEA and the other employees unions attempted to do was to take all available resources and use them to create as large a raise as possible going forward into the next year and to attempt to absorb some of the built-in deductions in this year, such as the additional pension contribution and the increase in health insurance. This method guarantees that, as we move into 2009/2010, we have the benefit of the 3% improvement on the base salary. Given our starting point of zero raises for the year, and the speed at which the state and county economies continue to deteriorate, the association felt that the best position was to spread the dollars out and build a base for the next year.
