Negotiators Reach Tentative Agreement 2005-2006

PGCEA Negotiators and the Board of Education (BOE) have reached a tentative agreement on a contract that will extend the current agreement through the 2005-2006 work year. This year’s topics were limited to salary and up to five language proposals for the period covering the 2004-2005 school year. The Agreement will add one year to that timeframe so that the next contract will not expire until the summer of 2006. The PGCEA Board of Directors approved the tentative agreement at a special meeting on Monday, August 30, 2004. Building Representatives will be called to a meeting on Monday, September 13, 2004, to consider the proposal.

2004-2005

  • PGCEA and the BOE negotiated ground-breaking language for elementary teachers. It provides an additional 25 to 30 minutes of daily planning time. The time will be scheduled during the lunch/recess periods in addition to the current 225 minutes per week.

  • Compensation for any stipend, grant or emolument will be paid in a separate check. In the past year or so, such payments have been made in the regular bi-weekly pays. PGCEA members expressed concerns about this method and, as a result, PGCEA was able to make the change at the bargaining table.

  • Teachers will not be required to submit grades until the end of the duty day established for grades by the PGCPS calendar. Prior improvements in this area created a question as to when, during the day, the grades were due. The new language makes it clear that grades are not due until the end of the duty day.

  • New teacher participation in the three (3) pre-service induction days is now included in the contract. The pre-service days have been designated for professional development and are non-punitive.

  • One work day prior to the students’ first day, scheduled exclusively for teachers to work in their rooms, and one day at the end of the school year, scheduled exclusively for teachers to work in their rooms. If only one non-instructional day remains at the end of the year, that day will be split between teachers and administration. In prior years, the administration used the equivalent of a day that often short changed teachers. It is now clearly defined as a full day.

  • Increment as scheduled based upon employees anniversary dates.

  • Reduce salary schedule by one step to 19 Steps Schedule.

  • 2% COLA (Cost-of-Living Adjustment), retroactive to July 1, 2004.

  • 1% COLA (Cost-of-Living Adjustment), January 8, 2005.

  • Senior Educator Stipend of $825, payable to educators with 28 years of experience, 14 of which are in the county, in June 2005.



2005-2006



  • One (1) additional personal leave day, effective July 1, 2005, to a maximum of four (4) days per employee per year.

  • Five (5) additional days added to the unused sick leave payout at retirement. The new days will be 80 days for 10 month employees, 86 days for 11 month employees, 92 days for 12 month employees.

  • Increment as scheduled.

  • Senior Educator Stipend of $825.

  • 3% COLA (Cost-of-Living adjustment), effective July 1, 2005.
